Chief in bind after DA rules cop out of court

San Marcos Police Department (SMPD) Chief Howard Williams has a staffing problem on his hands now that District Attorney Sherri Tibbe has declared that SMPD Officer Paul Stephens' history of "dishonesty" makes him useless as a witness in court. Williams said his department doesn't have open positions for people who can't participate in law enforcement.
