Local officials say the recently released American Community Survey (ACS), published by the U.S. Census Bureau, makes the city appear to be younger and poorer than it really is. The reason is growth at Texas State, where enrollment has increased 37 percent in the last 10 years and 75 percent of the students live off campus.
