An independent examiner ordered San Marcos police officer Paul Stephens reinstated to the force after finding that he did not use excessive force and attempt to impede an investigation of a melee at a downtown bar last August. Police Chief Howard E. Williams indefinitely suspended the officer without pay in October, an action Stephens appealed through Civil Service channels. This is the dashboard camera video of the incident from Stephen’s patrol car.
