An independent examiner ordered San Marcos police officer Paul Stephens reinstated to the force after finding that he did not use excessive force and attempt to impede an investigation of a melee at a downtown bar last August. Police Chief Howard E. Williams indefinitely suspended the officer without pay in October, an action Stephens appealed through Civil Service channels. Stephens is best known for a traffic stop in 2008 during which a dog died, an incident that made national news.
