Less than a month before he was fired, City Manager Rick Menchaca underwent a job performance evaluation by city council members. The Mercury obtained the job performance evaluation and related documents through the Public Information Act. The council voted 4-3 on June 24 to terminate Menchaca’s contract as city manager.
