Galveston fugitive nabbed at San Marcos hotel, teen runaway returned to parents

San Marcos and Galveston police arrested a 24-year old fugitive and recovered a 14-year-old runaway at a San Marcos hotel early Sunday morning.

Jailed at the Hays County Law Enforcement Center is Kevin Allen Richter, 24. He was charged with sexual assault of a child, a second degree felony, and harboring a runaway, a class A misdemeanor.

Richter was also arrested on felony warrants for theft under $100,000, a second degree felony, issued in Galveston County, and forgery, a state jail felony, issued in Chambers County. He is being held under a total of $112,000 bond on the various charges.

A tip that a suspect wanted in Galveston County was staying at the LaQuinta Hotel at 1619 North I-35 led Galveston police detectives and San Marcos police to make the arrest around 2:50 a.m. Sunday, Dec. 2.

A 14-year old runaway was found at the hotel with Richter. She has been returned to her family and is reported to be in good condition, police said.

A vehicle reported stolen in Gonzales, Texas was also recovered at the hotel. Police are continuing their investigation and may file additional charges against Richter.
