Residents face painful penalties for late taxes starting Monday

People who are behind in paying property taxes for 2013 will be hit overnight early this week with a 15 percent increase to their balance under a state law requiring officials to refer overdue accounts to a collection agency at mid-year, Hays County Tax Assessor-Collector Luanne Caraway said.
