Hays County passes free mid-term strategic plan

Hays County commissioners have passed a strategic plan, which will require cooperation from other jurisdictions due to limited county powers in the State of Texas. But the plan was free, with help from the Lower Colorado River Authority, Pedernales Electric Cooperative and Texas State.
