KYLE — For the second time in about four years, Kyle council members have chosen second-in-command James Earp as its interim city manager.

He replaces Lanny Lambert who last month accepted a position as city manager of Converse, a northeast San Antonio suburb, after three years and eight months on the job in Kyle.

Earp will run the city while the council searches for a permanent city manager. It is not immediately clear if Earp will apply for the permanent position, as he did in 2010 when the council instead hired Lambert.

“We have the utmost confidence in James to lead our staff during this transition. James is highly knowledgeable about every facet of our organization and has the council’s full support while we conduct our search for the next city manager for Kyle,” Mayor Todd Webster said.

Earp was offered the interim manager position following a special city council meeting on Saturday, Sept. 6.

In September 2006, then-City Manager Tom Mattis hired Earp away from the city of Ennis where Earp had been an assistant city manager for two years. When a new city council forced Mattis’ resignation in April 2010, it chose Earp as the interim leader. He held the temporary top job from April 2010 to January 2011 when he resumed his role as assistant city manager.

“It’s an honor for me to be asked to take the reigns and lead our team during this transition. I promise to live up to the high expectations of this council and to have our organization in top shape for the next city manager,” Earp said.

Earp earned a master’s degree in public administration from the University of Texas at Arlington and two bachelor’s degrees, one in finance and the other in economics, from Tarleton State University. He also holds a graduate certificate in environmental management from Harvard University.
