The city of San Marcos will host a ground breaking ceremony at 9 a.m. Thursday, Sept. 6 at San Marcos Plaza Park, 204 N. C.M. Allen Pkwy., to celebrate the start of a two-year Downtown Reconstruction Project. The public is invited to attend.

Mayor Daniel Guerrero and the city council officially will initiate the $10.2 million project to reconstruct Hutchison Street from the CM Allen Parkway to LBJ Drive and LBJ from Hopkins to University Drive.

Improvements will provide underground electric and telecommunications, street and sidewalk reconstruction, drainage, water and wastewater improvements, and pedestrian amenities including lighting, bicycle racks, benches, trees and landscaping, bicycle racks and benches. A water quality pond will also be constructed in San Marcos Plaza Park. The project will implement many features from the Downtown Master Plan.

“Our goal is to make much needed drainage, utility, street and sidewalk improvements to our historic downtown area and to create a safer, more walkable and accessible connection between downtown and Texas State University,” Mayor Daniel Guerrero said.

Construction for Phase I will begin Friday, Aug. 31 in San Marcos Plaza Park with drainage improvements and the installation of a waterline along CM Allen Parkway.

Park access will be limited during this phase of construction and the nearby pedestrian bridge will be closed until mid-October. At least one lane will remain open on CM Allen at all times. The park will be completely open in November and December and will close again mid-January through August for the remaining construction.

RGM Constructors of Texas of Pflugerville is the contractor for the project. Under an agreement with the City, the contractor will store materials and equipment in San Marcos Plaza Park, on the City’s lot on Hutchison Street and by the Farmer’s Market on Edward Gary.

Construction is expected to take 23 months with completion estimated in the summer of 2014.

Construction will start in San Marcos Plaza Park. The project will then progress along Hutchison towards LBJ. The estimated completion time is in the summer of 2014.

Access to downtown businesses will be maintained at all times during the project, and the contractor will provide wayfinding signs to guide customers to businesses affected during the construction.

  1. Looking at the bird’s-eye view, one can only conclude that it has to be a planner’s futuristic fantasy. All that are missing are cars that fly, personal jet packs, and all the other dreams from the Jetson cartoon world. What an unworkable mess this will be. Just start with parallel parking on narrow streets as a traffic jammer. Please be practical. Work with what we have to produce what we need: better traffic flow and more parking.
