Hays CISD now accepting transfer applications

STAFF REPORT

Transfer applications for Hays CISD are now available at the Central Administration Office, 21003 Interstate-35 in Kyle. The applications are for students transferring from one to school to another within Hays CISD, or transferring from another district into Hays CISD.

The deadline for return of the applications to the Central Office is June, 1, 2010. Applications received after this date will not be considered.

Transfer applications are necessary for a variety of students. Any student wishing to transfer to a school outside his attendance zone next year must complete a transfer application. Every year, students of employees must complete new transfer applications. Even students who have been granted transfers in the past must fill out transfer forms.

Applicants will be notified of approval or denial after June 1 and throughout the summer, depending on enrollment numbers at each campus. Transfer applications are treated on a first-come, first served basis.

If students are in special programs at a location other than his or her “home” campus, the school principal should be contacted to verify that the student will continue to receive services at that location.

The school board approved attendance zones to accommodate the opening of the district’s 12th and 13th elementary schools in December. Carpenter Hill Elementary School and Ralph Pfluger Elementary School are the new schools that required the re-zoning decision.

Students who are affected by the attendance zoning and who wish to remain at the school they attend this year may do so under a transfer contract.

The district shall not be responsible for transportation of a student who is granted an intra-district transfer to a campus outside the student’s attendance area.

However, the district shall provide transportation to students who live in the Amberwood and Indian Paintbrush Subdivisions and who are enrolled in the dual-language program at Science Hall Elementary School prior to the 2010-11 school year. Transportation shall be provided to these students and their siblings until the students who were enrolled in the dual language program before the 2010-11 school year have advanced to middle school.

The following rules apply to all transfer requests:

•    Transfers in kindergarten-grade 5 shall be considered only if the grade-level capacity at the requested campus is less than 90 percent.
•    Sibling school assignments shall not be a consideration with transfer requests.
•    Middle school transfers shall be considered only within the same high school feeder pattern.
•    High school transfers shall not be considered.

A student for whom an intra-district transfer is approved shall be notified in the written transfer agreement that he or she must follow all rules and regulations of the district, including those for student conduct and attendance, and that violation of the district’s rules and regulations may result in revocation of the intra-district transfer agreement.

A campus principal may make a recommendation to the superintendent or designee that a student’s intra-district transfer be revoked for violation of such rules and regulations.
