The city council will consider action on several items related to partnerships with Hays County. The city council will consider a resolution approving an interlocal agreement with Hays County for $3.1 million for the development of five parks, including Five-Mile Dam Park Complex, Purgatory Creek Preserve, Gary Sports Complex, Rio Vista Tennis Courts and a Regional Skate Park. The projects have been approved by the Citizens Parks Advisory Team of Hays County and funded through the Hays County Park Bond program with a city match of $5.5 million.
The city council will also vote on a resolution to demonstrate regional support for Hays County’s application for a flood protection planning grant from the Texas Water Development Board. The City will provide $5,000 of in-kind services for the project.
The city of San Marcos, Hays County and a community group are working to develop a memorial at South LBJ and MLK Drive honoring the contributions of President Lyndon Baines Johnson and Martin Luther King Jr. The city council will consider an interlocal agreement to locate the memorial at the LBJ/ MLK intersection—the only such crossroads known in Texas to commemorate the two leaders who transformed civil rights in the United States.
The city council will consider adding “clearance activities” as a high priority need for projects under the federally funded Community Development Block Grant (CDBG) program. Eligible activities will include demolition of buildings and improvements, removal of demolition debris, physical removal of environmental contaminants, and moving structures to other sites. A public hearing on the Consolidated Plan was held December 16, 2008 and a 30 day comment period on the Consolidated Plan ended on December 30, 2008.
Under discussion items, the city council will provide direction for establishing a Veterans Affairs Committee to be appointed by the city council. The committee would be comprised of members of various veterans’ organizations and serve in an advisory capacity to the Parks and Recreation Advisory Board to support community activities and issues in support of military veterans as well as improvements to the Hays County Veterans Memorial.
