Paper Trail: Sumter’s questionable expenditure

The uproar created in the Hays County Commissioners Court in recent weeks over County Judge Elizabeth Sumter’s questionable expenditure of $2,300 for a brief presentation by consulting firm Carter Burgess has focused partly on what the judge knew and when she knew it. She acknowledges not following procedure in appropriating the money but dismisses suggestions that she did so knowingly.

But e-mail obtained by Newstreamz show that Jerry Borcherding, the county engineer and road department director, raised questions about the expenditure beforehand to Sumter and Transportation Advisory Board chair Steve Klepfer. When Klepfer complained to Sumter a few weeks later that the presentation had not been arranged, she chided Borcherding who replies that he forgot.

  1. It would be interesting to know in general how is spent on consulting firms for projects all through out the city. I believe it is common to use them?
