From staff reports
A working group appointed by the city council and led by San Marcos police Assistant Chief Lisa Dvorak and City Marshal Ken Bell is considering a range of options for compelling landlords to assume more liability for disruptive or dangerous tenant behavior.
Chief among the group’s efforts is development of a registration and inspection system for rental property owners in the city limits. Bell presented basics for such a system at a Sept. 18 council meeting. Now the group is circulating a draft ordinance.
