The city council Monday unanimously named Assistant City Manager Collette Jamison to serve as interim city manager while the Council begins a search for a permanent replacement for outgoing manager Dan O’Leary.

Jamison, 48, began her term Tuesday, Nov. 6, as interim city manager as O’Leary winds down a 28 year career with the City of San Marcos, with his departure scheduled for December 14, 2007.

O’Leary will focus on completing several long term projects that he has been working on, including a wholesale power agreement with the Lower Colorado River Authority, a new garbage contract with Texas Disposal Systems, and Meet and Confer negotiations with Police and Fire Civil Service employees.

Assistant City Manager Laurie Anderson will expand her role to provide oversight for community services as well as community development departments within the City organization during the interim.

In a meeting Monday, the City Council approved an annual salary of $120,000 for Jamison during her interim service.

The Council is reviewing proposals from three national search firms to conduct a nationwide search for city manager candidates. Later this month the Council is expected to interview the firms and select one for the task. The firms are Arcus Public of Harrisburg, Pa., Waters-Oldani Executive Recruitment of Dallas, and SGR Executive Search of Keller.

“Ms. Jamison brings years of experience to the interim position,” said Mayor Susan Narvaiz. “The City Council has great confidence in her proven record of always acting in the best interest of the San Marcos community. We expect Collette to hold the interim position for up to six months and then return to her assistant manager position once a new city manager is selected.”

Last April O’Leary appointed Jamison and Anderson as assistant city managers. Jamison joined the city staff in 1989 as development coordinator where she served as a liaison to developers, citizens and departments on development issues. She later held the positions of assistant to the city manager and community development program manager, until she was named as director of administrative services in 2002. She served as interim finance director in 2006.

“I look forward to this opportunity to provide continuity and high performance in our city services over the next several months,” Jamison said. “I appreciate the Council’s confidence in me, as well as the high level of dedication of our staff in serving our citizens.”

A native New Orleans, she earned a bachelor’s degree in landscape architecture from Louisiana State University in 1983 and became a

Certified Public Manager through a program at Texas State University in 2001. She is currently working on a master’s degree in public administration from Texas State.

She is married to Jeff Jamison, a sergeant in the Police Department at Texas State University.

The City Council also named Stephanie Garcia, currently the assistant to the city manager, to serve as interim director of economic development to fill in for the departing Kim Moore. Moore recently announced that she was leaving the post to take a job with the City of Dallas.

Garcia is a San Marcos native who joined the staff in 2001 as assistant to the City manager. She received a bachelor of science degree in criminal justice in May 2000 and a master of public administration in December 2001 from Texas State University.
